The organisation

The European Institute of Public Administration (EIPA), located with the head office in Maastricht and with Antennae in Luxembourg and Barcelona, is the place where people, who are professionally engaged with European affairs, gain new knowledge and skills in a multicultural environment, benefiting from the unique combination of practice oriented know-how and scientific excellence. As a non-profit Dutch foundation, EIPA is partly financially supported by EU Member States and institutions. Part of the income is generated from (tailor-made) courses, research (general and applied), consultancy, other institution and competence building services. EIPA wants  to expand faster, be more recognized as the leading Excellence Centre of European learning and development for the public sector.

The position

For this challenging leadership assignment and significant relevant European task we are looking for an outside-in thinking and inspiring Director-General. (m/f) Who makes the European learning arena ‘top-fit’ for the future 

Inspire and further develop an unique Excellence Centre of expertise. Challenging Change Management position creating branding and relevance. Establish and bring together strong relations with national, international and super national governments, public administrations and institutions Europe-wide. 

Tasks & responsibilities

The Director-General (DG) is responsible for preparation of the general policy, approved by the Board; further development of the organization and overall results of the Institute. For the implementation of plans, the DG works intensively with the Director of Finance and Organization, Heads of Units and Antennae.

The DG acts as an international ‘ambassador’ and establishes good extramural relations with the governments and the institutions inside and outside of the EU. This network will help in creating awareness for specific learning needs and utilizes interest in the EIPA Institute training and (e-) learning solutions. As a positive impact EIPA becomes more self-supporting and capable to invest in and further develop its role as a Centre of expertise, providing European added value and giving EIPA’s stakeholders a return for their contributions.

Candidate profile

Strategic leadership skills and a proven track record in terms of experience and knowledge of change management. Expertise in the field of international affairs, public sector, consultancy and knowledge management at European level. Company, business school or institute responsibility experience in operating under market conditions with a high capacity to develop a new business model that can generate more income and/or funding.

Capable networker in an international and multicultural setting with a good understanding of public relations but also with strong persuasive, negotiation skills.  An academic background; candidates should have  working experience in an environment which combines scientific competence/excellence with practical application and commercialization hereof. Willing to travel on a regular base within EU. Outstanding English language skills in both written and spoken.
