General description

The Department Head Quality Control & Construction Welding Services (QC&CWS) works within the Quality Control & CWS Department. This department has the duty to timely and economically evaluate, prepare and support the key activities related to subcontracted as well
as in-house construction activities in accordance with the commercial and investment project requirements. Verification of products of subcontractors and suppliers as well as the final product.

Job objectives

Manage the Department QC&CWS and ensure that the department provides the best possible service in accordance with companies’ management system and work in accordance to the applicable requirements in the most efficient way.

Reporting lines

The Department Head QC&CWS reports directly to the Manager Project Services. While working on specific projects, he/she will also report to the respective Project Manager.

General responsibilities

  • Ensure support and advise to both corporate and project QC&CWS related matters on-and offshore;
  • Conduct all activities and tasks in accordance with companies corporate objectives;
  • Familiarise with and comply to companies management system;
  • Support and actively participate in the continuous improvement of companies management system within the scope of the job activities;
  • Understand and support the implementation of companies corporate policies and
  • requirements of the management system within the department;
  • Promote a safe and healthy working environment for companies employees and contractors
  • working within all companies premises;
  • Submit personal timesheets into the RTR/(Web)Solo system for approval on a weekly basis;
  • Ensure all personal documentation is up-to-date and valid, such as identity, seaman's booklet, medical certificate and offshore survival certificate.

Job specific tasks

  • Define departmental objectives and goals;
  • Manage department personnel;
  • Maintain department resources planning, project and corporate departmental costs;
  • Establish department headcount and budget;
  • Constantly monitor QC&CWS application with a view to improvements in the following: management, personnel deployment, efficiency, cost effectiveness, technical advances;
  • Monitor market for QC&CWS related developments;
  • Attend regular meetings with Management and QC&CWS teams on- and offshore to evaluate personnel performance;
  • Assessment of departmental performance on a regular basis;
  • Establish interfaces with other departments to enhance department efficiency;
  • Identify project QC&CWS requirements including scope of work;
  • Develop a project QC&CWS strategy;
  • Assign project work to Unit Heads and delegate related tasks;
  • Maintain and process department files / documents in view of audit requirements internally or externally;
  • Audit subcontractors, vendors and suppliers when applicable, to confirm capability towards QC&CWS requirements;
  • Review inquiry documents and develop discipline input for inclusion within companies proposals;
  • Provide QC&CWS Plans and support to project teams, pre and post contract duration;
  • Establish QC inspection teams and instruct accordingly;
  • Ensure inspectors are mobilised to required locations;
  • Perform site visits as required;
  • Process audit/review of as-built data from installation projects or subcontract fabricators; upon completion present documents to relevant project team.

Authorities

  • Check and approve invoices related to the QC&CWS Department;
  • Check and approve timesheets into AMS/Solo;
  • Check and approve requisitions related to the QC&CWS Department;
  • Check and approve expenses from personnel of the QC&CWS Department;
  • Check and approve department procedures.

Education level and training

  • BSc degree in Mechanical Engineering or similar degree;
  • Quality Management training.

Experience

  • Minimum 15 years’ QC related experience preferably in the offshore industry;
  • Minimum 5 years’ experience in a management function;
  • In depth knowledge on application of discipline related standards through work experience;
  • Extensive experience within ISO 9001 environment.
